Rockstar provided the following statement USgamer, confirming many songs from the Vladivostok FM station will be replaced with new songs: Due to music licensing restrictions, we are required to remove certain songs from the in-game soundtrack of Grand Theft Auto IV and its Episodes, in particular a large portion of the Russian pop station, Vladivostok FM.
Say you buy a CD and play it on your computer - technically, you have already made a 'copy' onto the PC in the process of playing it, but thats not an infringement. Rockstar reportedly had a 10-year agreement for some songs, which will soon expire, given GTA IV launched for PS3 and Xbox 360 in April 2008. If the work is not copyrighted, if you have a license to make the copy, or if the work is in the public domain, you can copy at will. As reported by Kotaku UK, the music licenses for some songs will expire on April 26, at which point a number of songs from the game will be removed.
